Paul Beatley is a co-founder of and senior consultant with Enhesa. He founded the practice in Brussels in 1993, and formed a core team of international jurists and policy experts with international EHS regulatory consulting experience, supported by a growing network of similar consultants around the globe. In 1999 he relocated to Washington DC to anchor the group's presence in the USA. Mr. Beatley has over twenty years of professional experience in EHS management and regulatory consulting, including ten years based in France and Belgium. He has led consulting assignments, including compliance audits, due diligence assessments, and management and organizational studies around the globe, including throughout Europe, Latin America and the Asia-Pacific region. He has assisted global companies in developing and implementing cost-effective EHS strategies and programs aimed at managing compliance and other risks and at realizing business opportunities through proactive management of environmental concerns. He holds an MSc in Economics from the London School of Economics, a BA (Hons), in Politics from the National University of Ireland, University College, Dublin and a certificate in French civilization and politics from the University of Paris, Sorbonne. |

Thierry Dumortier is a trained environmental regulatory expert with more than fifteen years experience in consulting on environmental, health and safety regulatory and policy issues to multinational companies. His main focus is the chemical industry and chemical regulations. He also directs Enhesa product development and innovation. He has an in-depth knowledge of EHS regulations impacting industry throughout Europe, the Asia-Pacific region and Africa. His theoretical knowledge is combined with the practical experience obtained in audits of more than 250 facilities in France, the Netherlands, Belgium, Luxembourg, Sweden, Germany and other countries. He assisted several multinational companies in the development, implementation, review and improvement of environmental management systems. He was also involved as expert in projects for the European Commission on harmonisation and enforcement of environmental law. Mr. Dumortier holds a Licentiate in International Law (with distinction) from the Université Libre de Bruxelles, Faculty of Law (in French) and a Licentiate in International Relations (with distinction) from the State University of Ghent (Rijks Universiteit Gent), Faculty of Law (in Dutch). |

Fabio Cherubini is a partner and director of Enhesa and a senior EHS policy and regulatory specialist with over fifteen years of experience as program manager. His main focus is the pharmaceutical industry. He takes the lead on all due diligence site assessments for mergers, acquisitions and divestitures. He also manages the compliance audit service. He acted as lead auditor in hundreds of audits in Italy, France, Spain, United Kingdom, Middle East and North Africa and elsewhere. Mr. Cherubini holds an MSc in Environmental Management from the European Association for Environmental Management Education (University of Athens and University of Brussels - ULB) with post-graduate specialisation on institutions and policies of the European Union with SIOI (Italian Society for International Organisations) in Rome. He also has a degree in Political Science, with specialisation in environmental economics, from the University of Florence. |

Cécile Baudon is an EHS regulatory specialist based at Enhesa Brussels. She manages the EHS regulatory monitoring service, covering more than 130 countries worldwide. She also takes care of business development with companies based in France. Ms. Baudon, who is fluent in French and English, has extensive experience in the analysis of French environmental law. She also advises clients on existing and emerging regulatory obligations with respect to industrial and commercial operations and products in France and other francophone countries, including Belgium, Luxembourg, Switzerland, West African countries and the Caribbean. A French lawyer, she holds a Master's Degree in Environmental Law (DEA) from the Panthéon-Sorbonne University in Paris and a Master's Degree in European Business Law (DESS) from University René Descartes, Paris. |

Victoria Bain is a South African EHS regulatory consultant and program manager based in Brussels. She manages the EHS Audit Protocol Service to meet the needs of the customer audit programs. She advises clients on existing and emerging regulatory obligations for industrial and commercial operations and products in Southern Africa. Ms. Bain gained experience in project management as well as technical writing while working in South Africa, France and Belgium. She holds an MSc degree in Environmental Management from Imperial College at the University of London. |

Jack Welsch is an American lawyer who has over 10 years of experience working with environmental, health, and safety issues in both the private and public sectors. Mr. Welsch manages the international team of consultants operating out of Enhesa's Washington DC office. He also leads Enhesa's consulting services in the United States. He coordinates the work of local US consultants for global customers and also plays a key role in the comparison of US regulations with regulations from other countries, and advising customers of the unique regulatory issues in the US. Mr. Welsch holds a Juris Doctor and Masters Degree in Law from Vermont Law School and a BSc Environmental Biology from Ohio University.

Yvonne Klaessens is an EHS regulatory consultant with Enhesa. She prepares and manages monthly monitoring and analysis of new environmental, health and safety regulatory developments in New Zealand. She also prepares detailed regulatory compliance audit checklists and country profiles based on legislation, regulation and standards at all administrative levels in Australia, New Zealand and the Philippines. Ms. Klaessens manages the development and updates of EHS Audit Protocols for 80 countries and regions with respect to customer audit programs and specific needs. She holds a LLB (Hons) Degree in Law at the University of Auckland focusing on environmental law and contract law and Bsc Degree in Environmental Science from the University of Auckland specialising in environmental chemistry. |

Sabine Sartre is an EHS regulatory specialist based at Enhesa in Brussels. She is a German lawyer, having passed her bar exam at the Provincial High Court Düsseldorf (Germany). She manages the development and updating of the EHS Country Profiles for over 60 countries, tailoring them as need be to specific industry sectors or client needs. Ms. Sartre is also the primary contact for German-based companies and for advising clients on existing and emerging regulatory obligations with respect to industrial and commercial operations and products in Germany. Having passed an "Advanced Environmental Management System Auditing Course", Ms. Sartre has also performed a broad range of compliance and due diligence audits throughout Germany. She also assisted companies with the implementation of an EHS Management System.

Tjeerd Hendel-Blackford is UK-based multilingual international environmental lawyer and EHS policy, regulatory and management consultant with Enhesa. He has more than 10 years’ experience in tracking and analysing environmental, health and safety legislation, and the regulatory aspects of environmental management systems for multinational companies with operations all over the world. Tjeerd has extensive experience of monitoring, analysing and providing advice on regulatory and policy developments in numerous countries. Tjeerd is a supervising country expert for the European Union, the UK, the Netherlands, Singapore and Malaysia. Tjeerd is also responsible for UK client acquisition and marketing efforts; internal quality control; has presented internationally at conferences on EHS regulatory issues; and has also worked in the US on secondment participating in client acquisition in the US. Tjeerd holds an LLB (Hons) from the University of Warwick in the UK and an LLM from the College of Europe in Bruges, Belgium. Tjeerd is an affiliate member of the Institute of Occupational Safety & Health (IOSH) and the Institute of Environmental Management & Assessment (IEMA) in the UK.

Meghan White has been the lead Canadian regulatory environmental, health and safety consultant for Enhesa since 2007 and is based in Washington D.C. She has extensive experience in researching, analysing and advising on EHS legislation in Canada, including all provinces and territories. In this regard, she has been involved in developing and maintaining various compliance tools and services, including monthly monitoring and analysis of new EHS regulatory developments, as well as detailed regulatory audit checklists and country profiles for Canada on both federal and provincial level. In addition, Meghan manages Enhesa’s global Regulatory Register program, which assists industrial facility managers in identifying and accessing the EHS laws and regulations that specifically apply to their facilities and activities in over 60 countries. Meghan holds an LLM in Energy and Environmental Law from KU Leuven, Belgium, an MA in Legal Studies from the University of Bristol, UK (recognized by the Law Society and the Bar Council as a qualifying senior status law degree in England and Wales), and a BA in International Affairs from Xavier University in Cincinnati, Ohio.

Eduardo Molina is an EHS senior consultant with Enhesa with over 10 years’ of professional experience in international EHS consulting and auditing. Mr. Molina is a Mexican lawyer from the National University in Mexico and holds a master’s degree in Energy and Environmental Law from the Catholic University of Leuven in Belgium. Mr. Molina’s expertise includes legal advice on compliance related to site remediation, air, water, noise, hazardous waste, environmental impact, risk and health & safety for the painting, chemical, pharmaceutical, energy and railway industries. Mr. Molina has worked as Project Manager in all type of EHS projects, such as: Permit Strategies, Audit Protocols, Country Profiles, Phase I studies, environmental impact assessments, risk studies, and World Bank environmental monitoring for Mexico, Central and South American countries, and coordinated the same tasks for some other countries around the world. He currently manages permit strategies and all international EHS compliance work at Enhesa with a specific focus on Latin America. Mr. Molina speaks Spanish, English and French.

A French lawyer, he holds a Master's Degree in Industrial Environmental Law (Master II) from University Paris XI. Prior to joining Enhesa, Mr. Yves Marteau worked in the environment service of a leading French construction company.

Yuko Dvorak-Miyata is Enhesa’s regional manager for Asia Pacific region. She is responsible for client relations and marketing efforts and for leading multinational consulting projects in Asia Pacific region. She also advises multinational clients on the EHS regulatory and policy developments and on the implications of new requirements to facility operations or product designs in Japan and Asian countries. Ms. Dvorak-Miyata has over ten years’ experience in corporate environmental strategy and EHS management. Her experience includes EHS compliance assurance and risk management in the Asia-Pacific region at General Electric (GE). She performed due diligence risk assessments for mergers, acquisitions and divestitures, in addition to EHS compliance management in day-to-day operations. She also led a number of consulting projects in environmental and business strategy for leading multinational corporations at Accenture. She holds a Master’s degree in Environmental Management (MEM) from Yale University’s School of Forestry and Environmental Studies, majoring in industrial environmental management. Her publication includes articles in peer-reviewed academic journals in the field of environmental market and industrial ecology.

Zhang Yun is an EHS policy and regulatory consultant with Enhesa based in Shanghai and Brussels. She has more than 4 years’ experience in analysing environmental, health and safety legislation, and the regulatory aspects of environmental management systems for multinational companies with operations in mainland China, Hong Kong and Taiwan. Ms. Zhang has conducted EHS compliance audits in mainland China in such diverse facilities as cleaning products manufacturing and aerospace repair and maintenance. Ms. Zhang has developed considerable experience in monitoring regulatory and policy developments in mainland China, Hong Kong and Taiwan, as well as producing regulatory audit checklists and country regulatory profiles. Ms. Zhang holds a Master in Environmental and Energy Law (LLM), conferred by from Katholieke Universiteit Leuven (Belgium) (2005-2006) and a Degree in Economic Law (LLB), conferred by the East China University of Politics and Law (China) (2001-2005).
